Roadworks? that'd be the DDE... govt employees... that means as long as they can possibly get away with it using the simple (but effective) method of shrugging a lot & saying "Bof...!" when asked how long it's goig to take...




to be fair to them the pic was taken in sept 2012 & it was a bridge out if I remember rightly.
